The House of Delegates is charged and entrusted with:

  • Transaction of all business of this Society not specifically otherwise provided.
  • The duty to make annual appropriations for the expenditures of this Society.
  • Power to transfer all or any part of monies accumulated to any fund.

The House of Delegates is the primary legislative and governing body of this Society.  It shall exercise final authority over all matters except where final authority is specifically delegated elsewhere in these bylaws.

Structure of the House of Delegates

In June 2018, the House of Delegates approved a restructuring of the House to improve the representations of our members. Since this time the House of Delegates has been made up of three groups: CSA Officers, Geographic Districts, and Mode of Practice Forums.

Each CSA member belongs to both a Geographic District (assigned by home address) and a Mode of Practice Forum (selected by the members).

Geographic Districts: The CSA’s geographic districts are based on California State Senate districts, each containing 5 senate districts and 10 assembly districts. Districts are assigned to members by their home addresses to increase the ability to impact grassroots advocacy on state legislative issues. Each of these districts includes at least one major metropolitan center and at least one academic center. The focus for the Geographic District Directors, Delegates, and Alternate Delegates is grassroots advocacy.

Mode-of-practice forums: With a focus on supporting our members in practice and practice management issues, the CSA developed six mode-of-practice forums, where CSA members can engage with members in similar practice settings. Members will select the mode-of-practice forum they feel best fits their practice and may update it at any time. The six forums and the suggested criteria defining them are listed below:

In-training Currently in training. However, if a fellow wants to convert to active in order to join another forum, they may do so (they meet the criteria for active), and then can select another forum
Early Career ≤ 5 years in practice
Academic University-affiliated practice
Small & Solo 1-20 people; typically wearing all of the hats of the practice (insurance & hospital/facility contracting/billing & finance/hiring/partnership decisions)
Medium 15-60 people; typically with some division of labor and central/professional management but local decision making
Large 40+ people; Kaiser or other multi-specialty groups, professional management, centralized decision making

Annual Election of the House

Each year, the CSA holds an election for the House of Delegates. This election includes any open Director, Delegate, or Alternate Delegate positions. As terms are three years not all positions are open each year.

Nominations for the House of Delegates open in late January each year, with the election taking place in early March. If you are interested in serving on the House of Delegates we encourage you to reach out to your current district director to learn more and keep an eye out for the nominations announcement.
